It describes the control you can expect over your data, limits on how organisations collect, use, and share it, and rights to access, correct, and in some cases delete it. What the PDPL Covers

One important carve-out: the DIFC and ADGM financial free zones sit outside the PDPL. Each has its own long-established data-protection regime, DIFC Data Protection Law No. 5 of 2020 and the ADGM Data Protection Regulations 2021, with its own regulator and its own complaints process. If your employer, bank, clinic, or landlord is based in one of those zones, that regime applies to you, not the federal PDPL. There are other sector exclusions too, including government data and some health and banking data governed by existing legislation.

Within its scope, here’s the shape of the law:

• Organisations need a lawful basis to process your data. Consent is one basis, but not the only one. Processing can also be lawful where it’s necessary for a contract you’re party to, to meet a legal obligation, to protect someone’s vital interests, for public interest, for legal claims, or for the controller’s legitimate interests.
• Organisations must tell you what they’re doing with your data and why.
• You can ask for your data, and expect it in a clear, readable format.
• You can ask for your data to be corrected or deleted in defined circumstances, deletion isn’t absolute, and can be refused where the organisation has a legal reason to keep the record.
• Cross-border transfers are permitted, not banned, to jurisdictions the UAE recognises as offering adequate protection, or, failing that, under contractual safeguards such as standard clauses, or in specific defined cases including your explicit consent.

That last point is the one most often mangled. The PDPL doesn’t wall your data inside the UAE; it requires that protection travels with it.

For small businesses, the direction is equally clear.
